Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone (hereinafter referred to as Lin-gang Special Area) is welcoming the first anniversary soon. During the first year after the official establishment of Lin-gang Special Area on the 20th August 2019, despite the impact of COVID-19, its development is in full swing.

Benchmarked against free trade zones which are recognised as the most competitive ones in the world, Lin-gang Special Area has made great efforts in developing international cooperation and committed to building an advanced urban area that integrates international business and life.

Lin-gang Special Area is located in the southeast of Shanghai, it is an important node on Shanghai Coastal Thoroughfare with a very convenient integrated transportation system and it has become one of the heartlands of China (Shanghai) Pilot Free Trade Zone.

To encourage the introduction of overseas talents and enterprises from Lin-gang Special Area’s main-focused industries, on 20th September 2019, the Lin-gang Special Area released some support guideline, which facilitates the work permit and visa application and provides more convenience operating conditions for the industries like cross-border finance, offshore finance and trade finance. On 29th September, Shanghai Tuoao Industrial Co., Ltd., a newly established enterprise in the Lin-gang Special Area, had successfully established the first cross-border two-way CNY fund pool in the Lin-gang Special Area.

At the same time, Lin-gang Special Area took practical measures to welcome more entrepreneurs and investors to settle in. On 11th October 2019, the Lin-gang Special Area Management Committee held the “2019 Lin-gang Special Area Investment Promotion Conference” which attracted more than 300 attendees including enterprises, financial institutions, and international consulting institutions to attend. Wu Qunfeng, deputy director of the Comprehensive Planning Office of the Lin-gang Special Area Management Committee, pointed out in his speech that “In the future, we will strive to turn the special area into a pilot area for overseas talents to develop, to make them feel both working under international environment and living in peace.” A week later, the Management Committee announced that it would increase its assistance to the development of the four key industries in the special area, which are Integrated Circuits, Artificial Intelligence, Biomedicine and Aerospace. And 15 biomedical projects were signed agreement of corporation with the Lin-gang Special Area, involving a total investment of over 7 billion CNY.

In addition, Lin-gang Special Area also undertakes international events actively. On 21st October 2019, the 2019 World Maritime Conference was held in the Lin-gang Special Area, which attracted more than 400 maritime experts, scholars and entrepreneurs from nearly 30 countries and regions to attend. Among them, George Smoot, winner of the Nobel Prize in Physics in 2006, and Eric Muskin, winner of the Nobel Prize in Economics in 2007, gave keynote speeches at the conference. The conference included 13 forums and more than 100 keynote speeches, focusing on the new development and progress of academic technology in the global maritime field. It was a great opportunity for Lin-gang Special Area to involved in the worldwide maritime field.

On 29th October 2019, the second World Top Scientists Forum also launched in Lin-gang Special Area. President Xi Jinping sent a congratulatory letter to the forum. Nearly 70 of the world’s top scientists and more than 100 outstanding young scientists around the world attended, which further integrated Lin-gang Special Area into the global technology and innovation field.

Moreover, the Lin-gang Special Area has been actively exploring the opportunities of technology and culture corporation between China and Europe.

On 5th November 2019, the signing ceremony of the cultural cooperation project between China and France was held in Shanghai. The French Minister of Culture, Frank Liszt, attended. Lin-gang Group, Shanghai Culture Broadcasting Film and Television Group Co., Ltd., France Dago Group and Shanghai Longman Culture Communication (Group) Co., Ltd. jointly signed a cooperation agreement. They will corporate on the constraction of “International Cultural Copyright Trading Center” and the “International Cultural Industry Park” in Lin-gang Special Area. The implementation of this project will greatly promote the agglomeration and development of the cultural industry and new digital trade in the Lin-gang Special Area.

On 21st November 2019, Jan Jambon, Chief Minister of the Flanders Region Government and Minister of Foreign Policy, Culture, Information Technology and Facilities of Flanders, led a Belgium business delegation visited the Lin-gang Special Area. This visit not only consolidated the existing cooperation projects and friendly relations between China and Belgium, but also further clarified more areas of cooperation in the future. It will vigorously promote the pragmatic cooperation between China and Belgium under the “Belt and Road” initiative.

Lin-gang Special Area is where the Tesla’s Shanghai Gigafactory based. The Shanghai Gigafactory is the first Gigafactory outside the US. On 7th January 2020, the first batch of domestically produced Model 3 was delivered to consumers, and the Tesla Model Y project made in China was officially launched, allowing the world to see the “Lin-gang speed“.

Europe has a leading role in many industries. For example, France is leading in the aerospace field; the Dutch port equipment and transportation machinery are highly competitive in the international market; Germany’s automobile, machinery manufacturing and aerospace industries are highly developed; the UK is a world-renowned financial center with the most modern financial service system; Belgium has a well-developed automobile industry… These suggest Europe and Lin-gang Special Area have extensive cooperation opportunities.
